REQUEST FOR ADDITIONAL INFORMATION ON CHANGE TO PRESSURIZER SAFETY VALVE GETPOINT TOLERANCE (TAC NOS. MA3541 AND MA3542)
Dear Mr. Ray:
In a letter dated September 4,1998, Southem California Edison (SCE) submitted a request for amendment to the San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 technical specifications to incorporate a modification to the setpoint tolerance for the pressurizer safety valves.
To allow us to complete our review of your proposed amendment, we request that you provide the additional information identified in the enclosure within 60 days of receipt of this letter. This information and the schedule have been discussed with Mr. Jack Rainsberry of your staff.

SAN ONOFRE! UNITS 2 AND 3 DOCKET NOS. 50-361 AND 50-362 1.
Uncertainties of analysis parameters should be accounted for in the safety analyses used to justify new limits in the plant technical specification (TS). Provide a discussion of the pressurizer safety valve (PSV) setpoint testing instrument accuracy and how this source of uncertainty is accounted for in the licensee's safety analysis associated with the proposed +3/-2% TS PSV setpoint tolerance.

Provide verification that the functional capability of all safety-related power-operated i
(motor-operated,' air-operated, and hydraulically-operated) valves has been evaluated l
for the larger differential pressure loads resulting from the increased TS PSV setpoint tolerance.
3.
Provide the results of your evaluation of the impact from the proposed change of tolerance to pressurizer safety valve settings on your Small Break LOCA analysis.

The proposed change to TS Bases B 3.4.10 indicates that the allowable peak transient system pressure is 120% of design pressure for all limiting faulted events. This is not l
the staff's understanding. The staff has accepted the results of the main feedwater line l
break analysis with a transient peak pressure not exceeding 120% of its design pressure at San Onofre in its original licensing review. This acceptance was based in part on a consideration that a double ended main feedwater line break at San Onofre Units 2 and 3 is a "very low probability event" as claimed by SCE. Thus, the 120% limu applies only to double-ended main feedwater line breaks at SONGS Units 2 and 3, and not for other limiting fault events as stated on page B.3.4-52 of your proposed change.
The 120% limit was applied using the criteria described in the acceptance criteria section of SRP 15.2.8. Please revise your proposed TS B.3.4.10 to define the pressure i
limit for the generalized description of the acceptance criteria for all limiting faulted l.
events to 110% of design pressure.
5.
Proposed UFSAR Extion 15.5.1.1.3, item C has eliminated the description of the transient minimum DNBR for the event. Please describe the purpose of this change,

including how you will continue to account for all appropriate fuel performance criteria.
