Torque wrench capable of applying 100 ft-lbs of torque or metric equivalent.

Adjustable wrench eight to tan inches in length for removing and installing e.

pipe plugs in the fill and drain valves.

Pressure gage and air supply regulator for pressure testing of the cask cavity to 15 psig or metric equivalent.

TefIon tape thread sealant or equivalent for sealing drain and fili valve g.

Floor plate, approximately 40 inches square, to be placed on pool floor to reduce radioactive contamination transfer from the pool floor to the cask bottom.

Approved lif ting slings for lif ting the package assembly. A spreader bar with approximately 54 inches between lif ting sling attachment points is recommended for lif ting the cask. Properly rated swiveling hooks should be attached to the ends of the spreader bar lif ting slings. The hooks can be used for Ilf ting the cask and can also be remotely disconnected when the cask is resting on the pool floor.

Special Requirements and Precautions The entire package assembly, including tfie protective Jacket and base, a.

excluding extension, weighs approximately 35,000 lbs. Weight including extension is 40,200 lbs. The total package assembly weight includes 700 lbs. for the cask contents. The packaging component weights are as foilows:

1) Cask 22,400 lbs.
2) Ltd 1,600 lbs.
3) Spacer 225 lbs.
4) Protective Jacket 7,225 lbs.
5) Protective Jacket Base 2,550 lbs.

Prerequisites Approved internal procedures,and radiation protection personnel should be a.

available, as required, for survey work during the entire operation.

b.

Crane oprational checks should have been completed within the past 30 days, or in compliance with Internal approved Preventive Maintenance Program.

Slings and rigging to be used for l if ting have been checked, certif ied, c.

and/or approved f or use.

A cask decontamination area has been established.

A " clean" area for storage of the protective Jacket (fireshield) and base e.

If the Jacket storage is on the refueIIng floor, or in a contaminated area, the protective Jacket and base must be covered with plastic sheeting or equivalent to prevent contamination of the Jacket and base.

Shielded Package Assembly Receipt and Trusfer to the Fuel Pool Level a.

Use a socket wrench to remove the protective Jacket tiedown cables from the shackles on the side of the protective Jacket and the chain / cable clamps on the truck-trailer.

b.

Attach clean properly rated slings to the shackles on the side of the protective Jacket. Lift the complete assembly off the truck-trailer and transfer the complete assembly to the pool area or to a " clean" storage area.

c.

Remove the wire and lead security seal from the protective Jacket.

d.

The protective Jacket assembly may be disassembled in a convenient clean area and the cask transported to the pool area.

e.

Remove the eight 2-inch steel bolts from the protective Jacket. Store the bolts with the base f or inspection and reuse and to prevent loss or contamination.

f.

Lif t the protective jacket of f the base by using the tiedown shackles.

Place the protective Jacket in the designated " clean" area next to the cask / base assembly.

g.

Perform a visual inspection of the packaging components, cask, base, and protective Jacket for obvious signs of damage such as excessive heat or fire, punctures, holes or other surf ace f ailures, weld failures, or damage which Indicates the package has been dropped or severely impacted.

If any such damage is observed, notify General EloctrIc Company, ValIacitos Nuclear Center, Pleasanton, California.

h.

Attach properly rated slings to the cask ears.

CAUTION: DO 900T ATTEFT TO LIFT THE CASK BY THE EYE ON THE TOP OF THE LID.

THE EYE IS FOR CASK LID RDOYAL Oft.Y.

Perform visual inspection of the eight 2-inch Jacket hexagonal bolts for obvious signs of damage and proper Identification (three radial marks 120*

apart on the bott heads).

k.

Perform visual inspection of the eight 2-inch base nuts for obvi us signs of damage.

1.

Perform the routine in-serv!ce Inspection of the energy-absorbing tubing on the inside of the protective Jacket to the following criteria. prior to return shipment:

1) All four (4) energy-absorbing tubes are in place and serviceable.
2) Visually inspect tubes for wear. Any tube with wear on the cask contact surf ace greater than 50% of the 0.375-inch wall thickness over greater than 6 Inches of the tube length must be replaced.
3) Visually inspect the tubes for crushing. Any tube crushed greater than 30% of its original 4-inch diameter over greater than 12 inches of tube length must be replaced.

4)

If any of the inspection results are unsatisf actory, notify General Electric Company, Vallecitos Nuclear Center, Pleasanton, California, Cover the protective Jacket and base with clean plastic sheeting or m.

equivalent as necessary to protect from contamination.

CAUTION: The protective Jocket and base must be kept clean.

8.

Pool Operations a.

Remove cask lid bolts.

Store bolts and flat washers in a clean area to prevent loss, damane or contamination.

The bolts are required for reassembly, b.

Perform In-service Inspection per following requirements prior return

  • shipment:

1)

Visually inspect bolts for proper identification "B8" stamped on the I

head.

Improperly identified bolts shall not be used.

Bolts with evidence of obvious wear, corrosion or damage (greater than 0.025") to the bolt shank or thread diameter, must be replaced.

If the Inspection results are unsatisfactory, contact the General Electric Company, Vallecitos Nuclear Center, Pleasanton, California, Remove the cask lid by attaching a hook or sling to the eye in the cask c.

lid.

CAUTION:

Honitor cask lid removal per facility procedures.

The lid gasket will remain attached to the cesk lid.

d.

Inspect the lid gasket and Ild gasket backup ring for breaks, deformities or other damage.

Visually inspect the pressure relief valve to ensure that the lockwire with e.

lead seal is in place and that the valve outlet is clear.

f.

Set the iId aside or suspend until the cask is loaded.

Conduct a survey of the' cask cavity per facility procedures.

g.

Check the cask cavity for contents.

If internal hardware is present or is scheduled to be used in the cavity, follow the separately provided Instructions, h.

Remove the stainless steel plugs from the fill valve on the side of the cask and the drain valve on the top of the cask.

Store the drain plugs as they wilI be needed for reassembly.

l.

Inspect the drain and fill valves for damage. Check the valves to insure normal operation.

J.

Open the fill valve on the side of the cask and open the drain valve on the top of the cask.

k.

Insure the lid gasket backup ring is properly positioned on cask.

Position the floor plate on the bottom of the pool.

5 Wet down surf aces of the cask with clean domineralized or potable water.

Carefully lower the cask into the pool and place on the floor plate.

Disconnect the crane from the cask.

Transfer the radioactive materials and any associated hardware into the o.

cask following f acility procedures and special instructions.

Rinse the outside surf ace of the cask thoroughly with dominer.alized or potable water.

Move the cask to the edge of the pool.

Install the eight lid bolts and flat washer. Tighten all lid bolts snug.

Torque the lid bolts to 100 i f t-lbs (or metric equivalent) w.

Connect a drain hose to the cask drain valve and run the hose to the x.

Connect a regulated air supply to the fill valve.

Insuring that both the fill and drain valves are open, dowater the cask applying a maximum of 15 psig air pressure. Monitor the dose rate as the cask is dewatered.

Once the cask Is dowatered, shut off the air supply. The volume of water z.

removed from the cask will vary with cask cavity contents.

Shut the drain valve and disconnect drain hose assenbly from the drain aa.

Open the air supply regulator end pressurize the cask to 1511/2 psig or B

metric equivalent.

Shut the fill valve and disconnect the air supply line f ron the fill valve, cc.

dd. Transfer cask to the pool. Submerge to a depth of approximately 6 Inches.

Observe cask for bubbles. Allow cask to ranain pressurized for approximately 15 minutes while observing for bubbles.

Monitor dose rate and raise the cask out of the pool.

Rinse external cask surf ace with domineralized or potable water.

gg. Move the cask to the side of the pool.

Attach a vent hose to the cask fill valve.

Open the fill valve and vent the cask pressure to a contaminated ventilation exhaust duct or other approved area.

Close fill valve and remove the vent hose.

JJ. Transfer the cask to the decontamination area.

Decontaminste the cask in accordance with Internal procedures.

Remove all residual water f rom cask surf aces and crevices.

Perform radiation survey for contamination of external cask surfaces.

11.

Check that the fill and drain valves are shut.

Apply teflon tape thread sealant or equivalent to the two stalniess steel mm.

plugs removed from the fill and drain valves.

Install and tighten the plugs in the fill and drain valves, Apply a " FULL" or " EMPTY" tag to cask as appropriate, nn.

Apply tamper-proof seal t,; designated lid bolt.

Attach clean properly rated slings to the ears of the cask.

Lif t the cask and transfer the cask to the protective Jacket base.

Align the Jacket with the cask and base assembly and lower the protective Jacket into place.

Insure that alI tension Is taken off of the crane. Tighten all eight Jacket to base bolts.

1.lf t and transfer the assembled package to the truck-traller.

Observe and inspect tiedown of package to trailer bed.

Perform the final radiation survey of the assembled package including smear e.

check of external Jacket surfaces.

f.

Complete the shipping papers as required by applicable Internal procedures and government regulations.

g.

Remove all old labels. Attach appropriate shipping labels.

h.

Attach a security seal to the package in the holes provided in the protective Jacket and base plates.
