GE Model 700 with Extension d. Torque wrench capable of applying 100 ft-lbs of torque or metric equivalent. e. Adjustable wrench eight to ten Inches In length for removing and installing pipe plugs in the fill and drain valves. f. Pressure gage and air supply regulator for pressure testing of the cask cavity to 15 psig or metric equivalent. g. TefIon tape thread sealant or equivalent for sealing draln and fIII valve pipe plugs. h. FIoor piate, approximateIy 40 inches square, to be placed on pool fIoor to reduce radioactiva contamination transfer from the pool floor to the cask bottom. 1. Approved lif ting slings for lif ting the package assembly. A spreader bar with approximately 54 inches between lifting sIIng attachment points is recommended for lifting the cask. Properly rated swiveling hooks should be attached to the ends of the spreader bar lifting slings. The hooks can be used for lif ting the cask and can also be remotely disconnected when the cask is resting on the pool floor. 5. Special Requirements and Precautions a. The entire package assembly, including the protective Jacket and base, weighs approximately 40,200 lbs. The total package assembly weight includes 700 lbs. for the cask contents. The packaging component weights and cavity dimensions are as follows:
- 1) Cask 22,400 lbs.
- 2) Lid 1,600 lbs.
- 3) Extension 4,700 lbs.
- 4) Protective Jacket 7,225 lbs.
- 5) Protective Jacket Base 2,550 lbs.
- 6) Cavity Length 54 inches

GE Model 700 with Extension b. Use caution when moving the cask within the building and into and out of the pool. c. CMfflSI: Do not attenyt to lift M e entire cask by the eye bolt on h cask Ild. It is for removing the cask lid only. d. The shackles and tiedown ears on the upper sides of the protective jacket are approved for lifting the entire protective Jacket / cask / base assembly. The shackles are also used for assembly tiedowns during transit. Any maintenance, replacement or repair required on N Hodel 700 shielded e. shipping packaging shall only be performed ulM written permission and instructiona provided by General Electric Ocupany, Vallecitos Nuclear Center, Pleasanton, Onlifornia. 6. Prerequisites Approved internal procedures and radiation protection personnel should be a. available, as required, for survey work during the entire operation. b. Crane operational checks should have been completed within the past 30 days, or in compliance with Internal approved Preventive Maintenance Program. Slings and rigging to be used for lif ting have been checked, certified, c. and/or approved for use. d. A cask decontamination area has been established. A " clean" area for storage of the protective Jacket (fireshield) and base e. has been, established. Shielded Package Assembly Receipt and Transfer to the Fuel Pool Level Use a socket wrench to remove the protective Jacket tiedown cables from the a. shackles on the side of the protective Jacket and the chain / cable clamps on the truck-trailer. b. At+ach clean properly rated siings to the shackles on the side of the protective Jacket. Lif t the complete assembly of f the truck-trailer and transfer the complete assembly to the pool area or to a " clean" storage area. Remove the wire and lead security seal from the protective Jacket. c. d. The protective jacket assembly may be disassembled in a convenient clean area and the cask transported to the pool area. Remove the eight 2-inch steel bolts from the protective Jacket. Store the e. bolts with the base for inspection, reuse, and to prevent loss or contamination. f. Lif t the protective Jacket using the tiedown shackles. Place the protective Jacket in the designated " clean" area next to the cask / base assembly. g. Perform a visual inspection of the packaging components, cask, base, and protective Jacket for obvious signs of damage such as excessive heat or fire, punctures, holes or other surf ace f ailures, weld failures, or damage which Indicates the packege has been dropped or severely impacted. If any such damage is observed, notify General Electric Company, Vallecitos Nuclear Canter, Plessanton, California. h. Attach properly rated siIngs to the cask ears. Perform visual inspection of the eight 2-inch Jacket hexagonal bolts for obvious signs of damage and proper identification (three radial marks 120' apart on the bolt heads). k. Perform visual inspection of the eight 2-inch base nuts for obvious signs of damage. I. Perform the routine in-service Inspection of the energy-absorbing tubing on the inside of the protective Jacket to the following criteria prior to return shipment:
- 1) All four (4) energy-absorbing tubes are in place and serviceable.
- 2) Visually inspect tubes for wear. Any tube with wear on the cask contact surf ace greater than 50% of the 0.375-inch wall thickness over greater than 6 inches of the tube length must be replaced.
3) Visually inspect the tubes for crushing. Any tube crushed greater than 30% of its original 4-inch diameter over greater than 12 inches of tube length must be replaced. 4) If any of the inspection results are unsatisfactory, notify General Electric Company, Vallecitos Nuclear Center, Pleasanton, California. Cover the protective Jacket and base with clean plastic sheeting or m. equivalent as necessary to protect from contamination. CAUTION: The protective jocket and base Must be kept clean. 8. Pool Operations a. Remove cask lid bolts. Store bolts and flat washers in a clean area to prevent loss, damage or contamination. The bolts are required for reassembly. I b. Perform In-service inspection per following requirements prior return shipment:
- 1) Visually inspect bolts for proper identification '98" stamped on the head.

- 2) Bolts with evidence of obvious wear, corrosion or damage (greater than 0.025") to the bolt shank or thread diameter, must be replaced.
3) If the inspection results are unsatisf actory, contact the General Electric Company, Vallecitos Nuclear Center, Pleasanton, California. c. Remove the cask iId by attaching a hook or siing to the eye in the cask lid. CAllTION: Monitor dose rate durIng cask lid removal per facility procedures. The lid gasket will remain attached to the cask Ild. d. Inspect the lid gasket and lid gasket backup ring for breaks, deformities 1 or other damage. e. Visually inspect the pressure relief valve to ensure that the lockwire with lead seal is in place and that the valve outlet is clear. J f. Set the lid aside or suspend until the cask is loaded. g. Conduct a survey of the cask cavity per facility procedures. Check the cask cavity for contents. if internal hardware is present or is scheduled to be used in the cavity, follow the separately provided Instructions. 1 h. Remove the stainless steel plugs from the fill valve on the side of the cask and the drain valve on the top of the cask. Store the drain plugs as they will be needed for reassembly. I. Inspect the drain and fill valves for damage. Check the valves to insure normal operation. J. Open the fill valve on the side of the cask and open the drain valve on the top of the cask. k. Inr 1 lid gasket backup ring is properly positioned on cask. Pr s ni the floor plate on the bottom of the pool. Wet down surf aces of the cask with clean domineralized or potable water. Carefully lower the cask into the pool and place on the floor plate. n. Disconnect the crane f rom the cask. o. Transf er the radioactive materials and any associated hardware into the cask following facility procedures and special Instructions. GE Model 700 with Extension p. Insure that the lid gasket backup ring is positioned on the cask and that the lid gasket is in position on cask lid. q. Rig the cask Ild to the crane and lower the Ild into the pool. Align the lid on the cask using the two guide pins and the two cask lid pilot holes. r. Use caution to prevent Me cask Ild from damaging he drain valve on he top of ttw cask. s. Connect the crane spreader bar slings to the cask ear lif ting holes. t. Raise the cask out of the pool while monitoring dose rate caref ully. Rinse the outside surf ace of the cask thoroughly with domineralized or potable
- water, u.
Nove the cask to the edge of the pool. v. Install the eight lid bolts and flat washers. Tighten all lid bolts snug. w. Torque the Ild bolts to 100 i ft-lbs (or metric equivalent) In 25 ft-lb increments using a crossing pattern. x. Connect a drain hose to the cask drain valve and run the hose to the desired receptacle to receive the water in the cask. 1 y. Connect a regulated air supply to the fill valve. Insuring that both the fill and drain valves are open, dowater the cask applying a maximum of 15 psig air pressure. Monitor the dose rate as the cask is dewatered. z. Once the cask is dewatered, shut off the air supply. The volume of water ) removed from the cask will vary with cask cavity contents and/or the requirements of the cask Certificate of Compliance. Shut the draln valve and disconnect drain hose assembly from the drain sa. valve. bb. Open the air supply regulator and pressurize the cask to 15 i 1/2 psig or metric eqc: alent. cc. Shut the fill valve and disconnect the air supply line from the fill valva, dd. Transfer cask to the pool. Submerge to a depth of approximately 6 inches. Observe cask for bubbles. GE Model 700 with Extension i ee. Check the drain valve, fill valve, pressure relief valve, the lid gasket area, and the cask gasket area for leakage. If bubbles are observed, repeat -the appropriate proceeding procedures to stop the leak. If no bubbles are observed, the cask has passed the leak test. ff. Monitor dose rate and raise the cask out of the pool. Rinse external cask surface with domineralized or potable water. gg. Move the cask to the side of the pool. hh. Attach a vant hose to the cask fill valve. II. Open the fill valve and vent the cask pressure to a contaminated ventilation exhaust duct or other approved area. Close fill valve and ] remove the vent hose. JJ. Transfer the cask to the decontamination area. kk. Decontaminate the cask in accordance with Internal procedures. Remove all residual water from cask surfaces and crevices. Perform radiation survey for contamination of external cask surf aces.
- 11. Check that the fill and drain valves are shut.
am. Apply teflon tape thread sealant or equivalent to the two stainless steel i plugs removed from the fill and drain valves. Install and tighten the j plugs in the fili and draln valvos. nn. Apply a " FULL" or " EMPTY" tag to cask as appropriate. oo. Apply temper-proof seal to designated lid bolt. i pp. Attach clean properly rated slings to the ears of the cask. Lift the cask and transfer the cask to the protective jacket base. qq. Align the cask in the base so that black allngment marks face each other. rr. Attach clean properly rated slings to the shackles on the side of the protective Jacket. b. Caref ully position the protective Jacket over the cask and base assembly. Align the Jacket with the cask and base assembly and lower the protective Jacket Into place. c. InstalI ali eight jacket bolts. Insure that alI tension Is taken of f of the crane. TI'ghton all eight Jacket bolts. d. Lif t and transfer the assembled package to the truck-trailer. Observe and Inspect tiedown of package to trailer bed. e. Perform the final radiation survey of the assembled package including smear check of external Jacket surfaces. f. Complete the shipping papers as required by applicable internal procedures and government regulations. g. Remove all old shipping labels. Attach appropriate DOT shipping labels. h. Attach a security seal to the package in the holes provided in the protective Jacket and base plates. I. Return shipping package to: General Electric Company Vallecitos Nuclear Center P.O.
