This letter is submitted on behalf of the. National Bureau'of Standards in response to your request for further-infAmation (Ref. 3) concerning the application of February 28, 1986 (R.efe 2).

The reference to drawing SK-172 was an error The correct reference is drawing SK86-1.

< : m, National Bureau of Standards Drawing No. E-04-045 'of2.'th'e'." cask divider is enclosed. The spacer is a length of stock aluminum or carbon steel pipe.

The pipe has an outer diameter of three inches. _TheJ inimum wall thickness is 1/4-inch for aluminum and 1/8-inch -for sEee'll The length of the spacer is chosen so that any of the ten (101 racA yositions will have fuel or spacers or a combination of fuel and spacers for a minimum length of 50 inches. As the spacer is an off-the-shelf. item,.there-is nc engirieering drewing.

The attached Figure 1 is a representation of the cask divider loaded with fuel

elements and/or spacers.

The cask divider is constructed from stainless.. steel plates welded together as shown on National Bureau of Standards 4DSAw1Iih!To.T04-045. The available

~'

energy resulting from the hypothetical 30-foot drop should be dissipated by elastic and slight inelastic deformation of the divider and its contents.

However, even if significant veld failure were to occur, the divider would continue to perform its intended function. The 54-inch-long plates cannot move significantly in the vertical direction in the 54-3/4-inch cavity.

Limited horizontal movement of the divider plate might possibly occur, but the fuel segments and/or spacers will not allow the plates to move to such a position as to reduce their poisoning effect on the fuel array, 77 p, q g & ' ! ' : ~ ]
