SUBJECT:

FOLLOWUP ON PWR MSSV PROBLEM Just prior to the reorganization, the Reactor Systems Branch completed an action from an 0.R. events meeting dealing with relief capacity problems on MSSVs in PWRs.

The enclosed memorandum from Bernero to Thompson documents RSB's evaluation of the issue and proposes a 10CFR50.54(f). letter be sent to all PWR licensees.

Because the issue is generic to all PWRs, I believe it is appropriate for ORAS to assume responsibility for seeing this issue through to completion.

The action needed is for each PWR division to issue the proposed 10CFR50.54(f) letter.

Note that the issue deals with whether operating plants meet their existing licensing base, and does not involve a new requirement.
