MARCH 1986 PROGRESS REVIEW MEETING ON LICENSING ACTIONS WITH GPU NUCLEAR PLANT SITE PERSONNEL AND CORPORATE MANAGEMENT On Tuesday, April 22, and Wednesday, April 23, 1986, meetings were held at Oyster Creek Station site (April 22) and at GPU Nuclear Corporate Headquarters (April 23) with GPU Nuclear (the licensee) to discuss the following: status of station licensing actions (April 22 and 23) and other issues listed in the attached agenda for the meeting at the corporate headquarters (April 23). is the list of the individuals attending the meetings. is the agenda for the meeting at the GPU Nuclear corporate headquarters. Attachment 3 is a copy of the material presented by the licensee at the April 23rd meeting. Attachment 4 is a copy of the material presented by the staff. The following is a summary of the significant items discussed and the actions taken or proposed. References will be made to Cycle 11 Refueling (Cycle 11R) outage which began in April 1986 and is scheduled to end in October 1986. is a marked up copy of thc staff's Licensing Actions Report Extended (LARE) dated April 20, 1986, for Oyster Creek. The markup, to update the LARE, resulted from the discussion on each item in this meeting. The status of each item is given in the column " STAT" on the right-hand side of the LARE sheets. The status in that column is the following: "01" means licensee, "02" means staff's reviewer, "03" means staff's Project Manager, "04" means action completed and "05" means staff's Project Manager has the licensing action in concurrence. is the listing of high priority licensing actions. Attachment 7 is the overall status of licensing actions. Items 1.0 through 10.0 below were discussed at the site on April 22, 1986. Items 11.0 through 22.0 were discussed at the licensee's headquarters on April 23, 1986. 1.0 Implementation of Generic Requirements and NRC Technical Specification Improvement Program Plan The staff Project Manager handed out a copy of the staff's letter dated April 28, 1986, Implementation of Generic Requirements, and the staff's Technical Specification (TS) Improvement Program Plan dated March 28, 1986. These copies are in Attachment 4. 8605290722 860522 PDR ADOCK 05000219 P PDR The staff Project Manager requested that, before the licensee begins its effort to document its implementation of generic requirements, it should assess the magnitude (man-hours) of this effort and inform the staff. This would be through the Project Manager and would include the estimated date to complete this documentation. The staff has requested that the licensee provide a response in the form of a marked up listing by May 31, 1986. This is TAC 61242 in Attachment 5. The copy of the TS Improvement Plan includes discussion on the development of new Standard Technical Specifications (STS), on short term improvements to existing TS and on other STS improvement activities. The short tenn improvements to existing TS has begun in that generic letters are expected to be issued to licensees soon to provide guidance on how to reduce the TS. 2.0 Expanded Safety System Facility (ESSF) The licensee stated that there will be no further meetings in FY86 on the status of the ESSF until after the completion of the Cycle 11R outaae. These meetings have been held on September 20, 1985 and on March 26, 1986. The restart from the Cycle 11R outage is scheduled for October 12, 1986. 3.0 GPUN BWR Licensing Mar,acer Visit To NRR/NRC The GPUN BWR Licensing Manager (M. Laggart) will visit NRR Headauarters in Bethesda, Maryland, during the week of May 19 to 23, 1986. This visit is for the Licensing Manager to better understand the procedures the staff's Project Manager must follow. This is the third licensee licensing manager for a plant in BWR Directorate #1 (BWD#1) in the Division of BWR Licensing (DBL) in NRR to visit NRR. The GPUN BWR Licensing Manager has informed the staff Project Manager that he will visit NRR headquarters at a later date. 4.0 New Oyster Creek Site Licensina Manaaer The new site licensing manager, for the licensee is Mr. J.;Kowalski. 5.0 Tour of the Oyster Creek Reactor Buildina There was a tour of elevations 23 ft, 51 ft, 75 ft and 95 ft in the Reactor Building. This tour included J. Zwolinski and J. Donohew of the staff and R. Green of the State of New Jersey. The licensee showed the areas for the Appendix R modifications which would be discussed with the licensee's management at its headquarters on April 23, 1986. These modifications were (1) fire dampers to be installed in ventilation ducts, (2) a stairway enclosure in the NE corner of elevations 23 ft, (3) water curtains on elevations 23 and 51 ft which are to be three quarters around the equipment hatch, (4) water curtains on elevations 23 and 51 ft in the stairwell in the NW corner, (5) sealing penetrations on elevations 23, 51 and 75 ft and (6) sealing cable conduits. 6.0 General Housekeeping The staff Project Manager had a tour of the Reactor Building as discussed in Item 5.0 above. The station was in the Cycle 11R outage; however, the Reactor Building was relatively neat and clean for being in an extensive outage.

-3 7.0 Retyped Oyster Creek Appendix A Technical Specifications (TS) The TS have been retyped and are being proofread by the staff. These retyped TS will be sent to the licensee by letter for review. The letter will request the licensee to review the retyped TS, provide any corrections the licensee believes are needed before the retyped TS are issued as the official TS for Oyster Creek, and certify the retyped TS as corrected are the TS for Oyster Creek. 8.0 Undated NRR Licensino Action Report Extended (LARE) Dated 04/20/86 has the updated LARE for Oyster Creek. The updating was done during the discussion on each licensing action in this meeting. The licensing actions are listed by TAC number (left hand column of LARE). The LARE is a print out from the staff's PC licensing action tracking system. The LARE contain's references to future licensing actions and future submittals to be submitted by the licensee. These future actions have TAC numbers GCXXX. 9.0 Hioh Priority Licp e to Actions is a list of the high priority licensing actions. These were taken from the overall list of licensing actions in Attachment 5. 3,0.0 Overall Status of Licensino Actions is the overall status of licensing actions. 11.0 Meeting of April 23, 1986 The following items 12.0 to 22.0 listed below were discussed with the licensee in the meeting of April 23, 1986. The agenda for this meeting is Attachment 2. 12.0 10 CFR 50.62 ATWS Rule (TAC 59122) The licensee stated that this issue is important. It has made its submittal requested by 50.62(d) on October 9, 1985. This submittal addresses the requirements in 50.62(c)(3) and (c)(4). The licensee state'd that it is now waiting for the staff to evaluate its submittal before it can implement it. 13.0 Vent and Purge Valves (TACs 59828 & 59829) The staff stated that it will be issuing its position on the licensee's request to cancel the modification to upgrade the nitrogen vent and purge system to safety grade status in the near future. The licensee requested'the cancellation in its letter dated September 24, 1985, and this was discussed in the meeting of April 10, 1986. The staff's position was issued May 5, 1986. W The licensee provided a history of this issue, upgrading the nitrogen vent and purge system, to the staff. This is in Attachment 3. The licensee did not include the meeting with the staff on February 13, 1985. The staff's meeting minutes are dated December 16, 1985. For the review of the licensee's request to cancel the replacement of the containment vent and purge valves, the licensee provided the material recently sent to the staff's contractor. This material was requested by the staff in the April 3, 1986, meeting on this sub.iect. This is the material on the coritainment vent and purge valves in Attachment 3. The licensee's request to cancel the replacement is also in its submittal dated September 24, 1985. The licensee also handed out a time sequence for the shutdown and starting of Oyster Creek. This was requested in the April 10, 1986 meeting. This shows when the containment is de-inerted for shutdown and inerted for startup. This is in Attachment 3. The licensee also provided the stress calculations for the Oyster Creek containment purge and vent valves. This was requested in the April 3, 1986, meeting with the licensee. These calculations are in Attachment 3. 14.0 Appendix K to 10 CFR Part 50 The licensee will request the staff to review two reload reports concerning its more realistic approach to Appendix K, ECCS Evaluation Models, in 10 CFR Part

50. These topical reports are TAC numbers 0C030 and OC031 in Attachment 5.

The licensee presented the material in the handout on its LOCA rrodel improvement in Attachment 3. The licensee stated that it plans to submit the two reload reports at the end of the year. It stated that when it is ready to discuss a schedule with the staff, it will request a meeting with the staff. 15.0 Hydrogen (H2) Water Chemistry Tests on adding hydrogen to the reactor coolant system water were conducted on the weekend of January 17 to 19, 1986. The licensee stated that the results were good. At 0.3 ppm H2 feedrate, the oxygen level in the RCS was reduced to j about 20 ppb; at 0.4 ppm H2, it was reduced to about 5 ppm 0

  • 2 The licensee stated that it was considering the Cycle 12R outage to complete the modifications to have Oyster Creek on hydrogen water chemistry.

Additional shielding may not be needed at the expected or design (0.4 ppm) H2 feedrate; however, oxygen will need to be added to the offgas to recombine hydrogen from the reactor coolant. The licensee stated that this schedule depends on guidance expected from the staff on storing liquid hydrogen onsite. The staff stated that this guidance on 10 CFR 50.59 and storing liquid hydrogen is expected to be sent out by July 1986. 16.0 Inspection of Recirculation Piping in Cycle 11R Outage The licensee stated that 10 welds in the recirculation piping have been inspected and 5 weld inspections have been analyzed. These welds were chosen for ease to get at and for being critical welds as to the condition of the piping. The results for the five welds that have been analyzed were good indicating no IGSCC cracking. 17.0 Core Spray Pump Net Positive Suction Head (NPSH) The licensee presented the results of its review of NPSH for core spray pumps during a design basis loss-of-coolant accident (LOCA). This information was requested in the April 10, 1986, meeting on the licensee's requested cancellation of its nitrogen vent and purge system (see Item 14.0 above). These results are in Attachment 3. The staff stated that the initial suppression pool temperature for the LOCA should be the most conservative pool temperature allowed by the TS for any extended period of time. The licensee stated that the results in Attachment 3 are for a suppression pool temperature (T) of 95 F. This is the limiting condition for normal power operation in TS 3.5.A.I.c (1). At T=110 F, when TS 3.5.A.I.c(3) requires reactor scram, calculations have been done but have not been reviewed by the staff or the licensee's management. These calculations show that with drywell overpressure there is NPSH for the core spray pumps. No calculations have been completed for the T=120 F limit in TS 3.5.A.I.c(4). 18.0 Integrated Living Schedule (ILS) There was a brief discussion of the status of the ILS for Oyster Creek. There may be a request from the licensee for a meeting at the end of May 1986. The licensee's submittal of the ILS will be later. 19.0 Systematic Evaluation Procram (SEP) The staff stated that the completion of the staff's SEP is not tied to the Full Term Operating License (FTOL) conversion. There are only a few SEP reviews left to be completed for Oyster Creek. The documentation of the staff's evaluation of the SEP at Oyster Creek is the Integrated Plant Safety Assessment dated January 1983 for Oyster Creek (IPSAR). There will be a supplement to the IPSAR to be started by the staff soon. 20.0 Aopendix R Modifications The licensee stated that the engineering for this last Appendix R oackage of modifications will be completed by April 30, 1986. These are the modifications listed in the handout, Appendix R Added Workscope, in Attachment 3. These modifications came out of the staff review of the licensee's exemptions from the requirements in Appendix R in late July /early August 1985. The licensee submitted its exemptions from Appendix R in its submittals dated April 3, July 12 and October 9,1985. The staff's evaluation was issued March 24, 1986, approving the requested exemptions. The licensee handed out a draft estimate of the scope of work and cost of this added workscope to Appendix R. This is in Attachment 3. These were the modifications that were discussed in the staff's tour of the Reactor Building at the Oyster Creek site on April 22, 1986 (See Item 5.0 above). These modifications are the following: _r

1 stairway enclosure 5 water curtains - penetration seals 14 fire dampers - conduct seals The licensee stated that these modifications may impact the restart from the Cycle 11R outage because all Appendix R modifications must be completed before the restart. This is required by the fire protection schedular exemption to 10 CFR Part 50.48(c)(s4) issued by the staff on September 18, 1984. The licensee stated that it is working to complete all the Appendix R modifications by the October 8, 1986, date in its Appendix R handout. This date is.from the last page of the Appendix R handout which gives the schedule of key events for the Cycle 11R outage. The date for startup is October 12, 1986, but it requires the Appendix R work to be completed by October 8, 1986. A special point was made by the staff that the licensee should focus not only resources but the proper professional talent to better ensure success. The licensee stated that it will request another meeting in July or August 1986 to keep the staff apprised of the status of the Appendix R modification work. Also, it stated that two technical exemptions to Appendix R will be submitted no later than May 30, 1986. The licensee stated that these are similar to exemptions that the staff has granted to other licensees. 21.0 Next Meeting The April 1986 Progress Review Meeting is expected to be held at the NRR headquarters in Bethesda, Maryland, on May 21, 1986. 0YSTER CREEK NUCLEAR GENERATING STATION i COMBUSTIBLE GAS CONTROL t o November 27, 1978: 10 CFR 50.44 became effective i o June 10, 1980: In response to NUREG 0578, GPUN committed to provide an operationally single failure proof vent and purge system. l o December 2,1981: 10 CFR 50.44 amended to require hydrogen recombiners o August 12, 1982: BWROG provided NRC NEDO-22155 entitled; " Generation and Mitigation of Combustible Gas Mixtures in Inerted BWR Mark I Containments" l o December 15, 1982: GPUN provided evaluation demonstrating applicability of j - NED0-22155 to Oyster Creek. o May 8,1984: Generic Letter 84-09 issued; "The Commission has detemined that a Mark I BWR plant will be found to not rely upon purge /repressurization systems as the primary means of hydrogen control, if certain technical criteria are satisfied." [ o August 14, 1985: GPUN demonstrated compliance with Generic Letter 84-09 technical criteria and determined hydrogen recombiners rot required. GPUN also stated that the primary means of combustible gas control consisted of the Containment Inerting System. o September 24, 1985: GPUN requested cancellation of the vent and purge system l upgrade based on NED0-22155. i ) o April 3, 1986: Meeting held, (in support of cancellation request) ~ between GPUN and NRC to address any concerns the staff may have with the NEDO Report and its specific applicability to Oyster Creek. GPUN presented the following conclusions at the meeting: - G.L. 84-09 supports determination that Hydrogen Recombiners are not needed j at Oyster Creek. - Oyster Creek combustible gas control is a passive oxygen based approach 2 l with no venting required. l - BWROG Report supports detemination that venting is not required for combustible gas control at Oyster Creek. - 10 CFR 50.44(g) addresses the acceptability.of non-safety grade purge i systems. i - Non-safety grade venting system is available. o The staff stated the following at the meeting: ( - Acceptability of the Containment Inerting System as the primary means of combustible gas control must be made on the basis of Reg. Guide 1.7. ~ 3270f j

l. ~ i 1 - With respect to G.L. 84-09, the uncertainties of NED0-22155 were acceptable when compared to the installation costs and the remaining levels of defense. - No new or unique information had been presented which would warrant reconsideration of the staff's original NEDO-22155 determination. - Staff will not issue an SER for G.L. 84-09 until safety grade vent and purge issue resolved. - GPUN's request for cancellation will be denied because Reg. Guide 1.7 was not the basis of NED0-22155.' / GPUN CONCLUSIONS o NED0-22155 is technically sound and is based on a conservative model. o R.G.1.7 oxygen concentration is a deterministic number which has no basis in modeling. o NRC has not identified the " uncertainties" associated with NED0-22155, thus i denying GPUN the opportunity to address the concerns o Reg.
