The enclosed modifications to our SER covers areas of the PSAR (up to and l
including Amendment 15) where our review disclosed deficiencies in the j
ability of the auxiliary feedwater system to withstand a pipe break and a coincidental single active failure. The applicant has committed to revising the system design to provide the required level of protection in i
a manner similar to the auxiliary feedwater system described in the Bellefonte MAR, Amendment 18, Docket Numbers 50-438 and 50-439. However, the auxiliary.feedwater system design does not meet our position requiring diverseity of power supplies to the system control valves, and remains an open item.
The results of our independent analysis,.ns detailed in Section 2.4.3 of j
the SER, have shown the applicant's transient heat analysis of the ultimate i
heat sink to be inadequate. The enclosed modifications to our SER also I
revise the ultimate heat sink such that it is now an open item. The

applicant will have to provide justification for the use of a 40:: nozzle efficiency in his transient heat analysis of the spray pond, or provide an i
ultimate heat sink design based on a transient heat analysis which uses a 25% nossle efficiency. We will report our evaluation of the applicant's resolution in a supplemental report to the SER.
