Complete In a letter dated August 6, 1985, the licensee requested that the Technical Specifications for Salem Unit 1 be changed to permit power operation at the 2% higher power level of 3411 Mwt permitted for Unit 2.

The current power limitation for Unit I results from the reduced capacity of the main turbine coupling that was originally installed on the plant. The coupling has now been modified. The licensee evaluated all significant components for Units 1 and 2 and concludes that they are the same or functionally the same. The Units share a common FSAR in which the design basis transients and accidents are evaluated at the higher power level. We agree with the licensee that both Units may be safely operated at the current Unit 2 power level. Safety evaluation and SALP input by the PWR-A, Reactor Systems Branch are attached.
