Docket Nos. 50-361 and 50-362 Amendment Application Mos.176 and 162 Steam Generator Sleeving San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Numbers 176 and 162 to facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station, Units 2 and 3, respectively. These amendment applications consist of Proposed 15-489 (PCN-489).

PCN-489, which Technical Specification Change Number NPF-10/(TS) 5.5.2.11, " Steam Generator requests chaages to Technical Specification (SG) Tube Surveillance Program" is provided as Enclosure 1 to this letter.

Proposed changes to the affected Bases section are also provided in Enclosure

I for information only. Additionally, a typographical error is corrected and editorial corrections are made to Table 5.5.2.11-1.

The proposed change is to allow steam generator tube repair using Westinghouse laser welded sleeving as an alternative Steam Generator tube repair to either ASEA Brown Boveri/ Combustion Engineering (ABB CE) sleeving, recently approved by Amendments 140 and 132 for Units 2 and 3 respectively, or tube plugging.

Document Control Desk Because Enclosure 2 contains information proprietary to Westinghouse, it is supported by Affidavits (Enclosure 3) signed by Westinghouse, the owner of the information.

The Affidavits set forth the basis on which the information may be withheld from public. disclosure by the Commission and address with specificity the consideration listed in paragraph (b)(4) of 10 CFR Section 2.790 of the Commission's regulations.

Accordingly, it is res)ectfully requested that the information which is proprietary to Westing 1ouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.

Correspondence with respect to the proprietary aspects of the enclosed reports and Affidavits should be addressed to:

Brennan Westinghouse Electric Company Box 355 Pittsburgh PA 15230-0355 There are no plans to use this amendment request for Westinghouse steam generator sleeving during the u) coming Unit 2 Cycle 10 or Unit 3 Cycle 10 refueling outages, currently scleduled to begin in January and March of 1999, respectively.

However, this Westinghouse sleeving method alternative to the NRC approved ABB CE sleeving process is a preferred contingency for these outages.

Installation of the previously NRC approved ABB CE sleeves is expected during the Unit 2 Cycle 10 refueling outage and is a possibility during the Unit 3 Cycle 10 refueling outage.
