Dear Mr. Hunger:
By letter dated October 6, 1997, PECO Energy Company requested NRC review and approval of the implementation of a plant modification to support the installation of replacement suction strainers for the ECCS pumps at the Limerick Generating Station (LGS), Units 1 and 2.
Based on our review of your submittal, we find that additional information, as delineated in the Enclosure, is required in order to continue our review.
We request a prompt response to support your request to complete installation of the strainers at LGS, Unit I during the April 1998 refueling outage.

PEC0 Nuc1 car has concluded that the proposed modification is a Unreviewed Safety Question
)
(USQ). The USQ that was identified pertains to the design assumptions used for dete,nining the amount of debris that would be expected to be generated under Loss of Coolant Accident conditions and the amount of u terial that would be transported to the suppression pool. The Reactor Systems Branch (SRXB) has reviewed PEC0 Nuclear's request and has developed the following request for additional information (RAI).
- 1. of the October 6,1997, submittal states that 'the margin of safety for the ECCS system is defined by the flow rates produced by-the pumps.
If tha required NPSH is maintained, the ECCS pumps will deliver the rata # fl w.
The replacement suction strainers are designed to maintain the pnwure drop across a fully fouled strainer to 2 feet less-than the available NPSH margin for the RHR and Core Spray pumps under design basis LOCA conditions with the maximum combined insulation and corrosion product debris loading." This statement implies that the
.new strainers will reduce the available NPSH margin by 2 feet.
Provide
- a copy of the NPSH analyses for the RHR and Core Spray pumps with the new ECCS strainer design.

The staff is aware that the Limerick ECCS is designed to meet the guidance specified in Safety Guide 1, " Net Positive Suction Head for Emergency Core Cooling and Containmer.t Heat Removal System Pumps,"
Revision 0, and that Limerick Generating Station intends to continue to meet the guidance of Safety Guide 1.
The staff also needs to know if L
there are or will be any other modifications to the NPSH analyses, h
besides the strainer debris loading head loss, that are different from the last previously approved NPSH analyses.
Provide a description of all differences between the NPSH analyses with the new ECCS strainers and the previously-reviewed and approved NPSH analyses.
