Mr. R. W. Starostecki, Director U.S. Nuclear Regulatory Commission Region I Division of Project and Resident Programs 631 Park Avenue King of Prussia, PA 19406 Re: Nine Mile Point Unit 2 Docket No. 50-410 l

Dear Mr. Starostecki:

As a result of our continuing review of the status of commitments, we have identified a number of items for which clarification and/or updating is appropriate.

These items are related to reports which were submitted to the Commission under the provisions of 10CFR50.55(e).

The specific clarifications /

updates are as follows:

(55(e)-85-00-22) Reliance Motors on Limitorque Operators Based on further investigation, we have determined that the subject valves do not represent a reportable deficiency. A Loss of Coolant Accident or High Energy Line Break inside primary containment would not expose the valves to a harsh environment. A High Energy Line Break in the secondary containment would expose the valves to no more than one day in the harsh environment.

Since the valves are qualified for seven days in the harsh environment, the valves can meet their required safety function.

Mr. R. H. Starostecki Page 2 (55(e)-84-00-48) Separation of Cable in Free Air The status report dated February 28, 1986 stated that the reinspection and correction of noncompliances were expected to be completed by March 15, 1986.

However, extended cable tray covers will be used to act as barriers in some instances and ongoing construction activities do not permit us to install these extended covers at this time.

The extended covers will be installed before fuel load.

Very truly yours, Senior Vice President xc: Director of Inspection and Enforcement U.S. Nuclear Regulatory Commission Washington, DC 20555 R. A. Gramm, Resident Inspector Project File (2)
