May 20, 1986 AFFIDAVIT OF RICHARD H. STROME I, Richard H. Strome, being on oath, hereby depose and say as follows:
1.
I am the director of the New Hampshire Civil Defense Agency.
2.
The New Hampshire Radiological Emergency Response Plan (NHRERP) provides that, with regard to the protective action of sheltering, the State relies upon the " shelter-in-place" concept for the general public.
Moreover, protective actions for schools, including the Kensington Elementary School, are the same as for the general population.
Tne Kegsington Elementary School, therefore, is to be used as shelter only insofar as " shelter-in-place" is ordered for the Town.

The NHRERP provides that the " shelter-in-place" order woulo be based on decision-making criteria which assume a.9 Dose Reduction Factor (DRF) (as developed dy EPA in EPA 570/1-78-001B).

Because the Kensington Elementary School offers a DRP of at least
.9, the school is adequate to provide shelter if a
" shelter-in-place" order were made for the Town of Kensington.
