BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - WIND AND TORNADO LOADING NOT CONSIDERED IN PIPING ANALYSIS - BLRD-50-438/84-54 AND BLRD-50-439/84-50 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-OIE Inspector P. E. Fredrickson on October 25, 1984 in accordance with 10 CFR 50.55(e) as NCR BLN CEB 8415. This was followed by our first interim report dated November 28, 1984. Enclosed is our second interim report. We expect to submit our next report no later than six months before fuel loading of unit 1.

SECOND INTERIN REPORT Description of Deficiency During the reanalysis of rigorous piping analysis problem N4-OSA-B for Bellefonte Nuclear Plant (BLN), a deficiency was identified in which extreme wind forces were not considered in the previous analysis. The inclusion of wind loads into a rigorous piping analysis problem is required by BLE design criteria N4-50-D711 and by the BLN rigorous analysis handbook (RAH). Analysis problem N4-OSA-B was used to determine the locations of and loads on seismic category I and I(L) supports for the 12-inch auxiliary steam system (SA) piping on the roof of the BLN Auxiliary Building.

The apparent cause of this deficiency was the omission of wind force effect consideration by the analyst and checker and the unanticipated need to specifically address wind load effect in the verification checklist.

Interim Promress All analysis problems having exposed piping at Bellefonte Nuclear Plant have been reviewed, and those with deficiencies have-been identified.

Those problems are:

N4-OSA-B, N4-OSA-C, N4-1CF-H, N4-100-E, N4-2CF-P, N4-2CF-C, N4-2CF-H, N4-2CR-D, and N4-200-E.

The reanalysis of unit 1 problems has been completed. The reanalysis of unit 2 problems and the redesign of pipe supports to accommodate increased loads for unit 1 and unit 2 have been scheduled.

will be submitted with the final report on this condition.

i-In order to prevent recurrence of this deficiency, Bellefonte rigorous piping analysis verification checklist, BLN-RAH-401 was reissued on May 9, 1985, and included the requirement to consider wind and tornado forces on exposed piping.

TVA will submit a final report on this item upon completion but no later than six months before fuel loading of unit 1.
