Dear Dr. Murley:
We have reviewed Nuclear Regulatory Comission Inspection and Enforcement Bulletin 85-03. This bulletin requested a program be developed and implemented to ensure that switch settings on certain safety-related motor-operated valves are selected, set and maintained correctly to accomodate the maximum differential pressures expected on these valves during both normal and abnormal events within the design basis. The bulletin addressed the High Pressure Coolant Injection / Core Spray and Reactor Core Isolation Cooling Systems.
The Nine Mile Point Unit 1 design does not include either High Pressure Core Spray or a Reactor Core Isolation Cooling System. Accordingly, tnat portion of the bulletin does not apply. Unit 1 has a High Pressure Coolant Injection System that is an operating mode of the Feedwater System; however, the Main Feedwater System has been specifically excluded by the Nuclear Regulatory Comission from the scope of this bulletin. Consequently, no motor operated valves at Nine Mile Point Unit i fall within the scope of the bulletin.
We have, however, an ongoing program of testing motor operated valves utilizing the Motor Operated Valve Analysis and Test System (comonly designated as M0 VATS) during refueling outages. M0 VATS testing previously performed and tests being done during this refueling outage include those valves which experience high differential pressures during operation. Current cutage tests are not complete, but early results have shown a substantial number of valves that required resetting of the torque Dypass switch. The torque bypass switches were reset to five (5) percent valve travel after the initial hamerblow which assures maximum operator thrust during the valve unseating stage, y
