Commissiccer /sselstine asked the staff to send to him the cost-benefit analysis required by the Eackfit Rule of the new cr different interpretations of /.ppendix R.
If such cert-terefit analysis does not new exist, he asked that the reouired backfit analysis be performed and sent to him before any new or modified interpretations are transmittec' to licensees.
