The Nuclear Pegulatory Commission (the Commission) has found that:

A.

The application for amendment by Yankee Atomic Electric Company (thelicensee)datedMarch 18, 1985, as supplemented May 9 and Pay 30,1985, complies with the standards and requirements of tho Atomic Energy Act of 1954, as amended (the Act), and the Commissien's rules end regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the application, the provisions of the Act, and tFe rules and regulations of the Commission; C.

There is reasonable assurence (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) thet such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Consnission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license anendment and Paracraph 2.C.(2) of Facility Operating License No. DPR-3 is heceby amended to read as follows:

(2) T_echnical Spec #ications The Technical Specifications contained in Appendix A as revised through Amendment No. 85, are hereby incorporated ir. the license. The licensee shall operate the facility in accordance with the Technical SEccifications.

3.

This license amendment is effective as of the date of its issuance.

3.4.2 At least the following safety and/or relief valves shall be OPERABLE; a.

A minimum of one pressurizer code safety valve shall be OPZRABLE with a lift setting cf 2485 psig +3%, -3% or 25t0 psig

The Main Coolant SystMt (MCS) pressurizer Power-Operated Relief Valve (PORV) PR-SOV-90 shall be OPERABLE in the low pressure 0

mode whenever MCS temperature is s 324 F.

Shutdown Cooling System (SCS) Safety Valves SV-204 and SV-205 shall be OPERABLE whenever MCS temperature is s 3000F.

respectively, in accordance with Section II of the ASME Boiler and Pressure Vessel Code,1974 Edition, and Addenda through-Sunner 1975.

4.4.3.2 The PORV shall be demonstrated OPERABLE:

By performance of a CHANNEL FUNCTIONAL TEST, excluding valve a.

At least once per 18 months by performance of a CHANNEL CALIBRATION.

4.4.3.3 The block valve shall be demonstrated OPERABLE at least once per 92 days by operating the valve through one complete cycle of full travel.

l I'4.4.3.4 The emergency power supply for the block valve shall be demonstrated OPERABLE at least once per 18 months by transferring motive and control power from the normal to the emergency power cupply and operating the valve through a complete cycle of full travel.
