ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 Hatch l' nit 1 License No.DPR-57 The following violation was identified during an inspection conducted on March 22 - April 28,1986. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Unit 1 Technical Specification (TS) 3.5.B.1 requires that the Residual Heat Removal (RHR) system be operable in the shutdown cooling mode when irradiated fuel is in the reactor vessel and the reactor pressure is atmospheric.

Contrary to the above, on April 15, 1986, from approximately 1:00 a.m. until approximately 1:45 a.m. shutdown cooling was lost since the in service RHR pump discharge valve (1E11-F015B), unknown to the reactor operators, shut

, due to a blown fuse. The fuse was replaced about 1:45 a.m., but the reset of and reopening of valve 1E11-F015B and thereby resumption of shutdown cooling did not occur until approximately 4:00 a.m. when a plant equipment operator called the control room to report that the running RHR pump did not sound normal. No increase in reactor vessel temperature was noted during the three hours of this occurrence.

This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid

- further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
