Dear Mr. Denton:
South Carolina Electric and Gas Company (SCE&G) provides the following response to Generic Letter 86-04 concerning Engineering Expertise on Shift.
CURRENT PROGRAM FOR ENGINEERING EXPERTISE ON SHIFT The existing Shift Technical Advisor (STA) program at the Virgil C. Summer Nuclear Station is in accordance with NUREG 0737 as described in a submittal to the Nuclear Regulatory Commission dated January 2, 1981. Specifically, the existing STA program is implemented by a Shift Technical Advisor Group which is organizationally part of the plant's Technical Support Group, but functions as an integral part of the plant's Operations Group activities.
The role of the STA is to serve in an advisory capacity to the Duty Operations Shift Supervisor in order to provide professionally qualified technical support on shift. Dedicated to plant safety, the STA supports the diagnosis of off-normal occurrence events and advises the Shift Supervisor on actions to terminate or mitigate the consequences of such events.
Routine duties and assignments of the STA include matters involving engineering evaluation of day-to-day plant operations from a safety point of view.
ENGINEERING DEGREE REQUIREMENT Individuals selected to serve as Shift Technical Advisors are required to have a Bachelor's Degree in engineering or related sciences.

6' Mr. Harold R. Denton Gereric Letter 86-04 Page Two May 13, 1986 PROPOSED MODIFICATIONS TO THE CURRENT STA PROGRAM SCE&G is considering several options for modifying the current STA program.
The option that presently appears to be the most feasible and of most benefit
'is to create a " Shift Engineer" position in lieu of the existing STA position.
The Shift Engineer position would.be filled by individuals having both a Senior Reactor Operators (SRO) license and a Bachelor's Degree in engineering or related sciences.
It is intended that the Shift Engineer position will complement the existing Operations Shift Supervisor position such that both positions can operate in a more productive and effective manner (See attachment I). -In addition to performing the duties as presently required of the STA during accident situations by NUREG 0737, the Shift Engineer will have routine responsibilities such as (1) Coordinating support groups / activities and providing technical support for problem resolution; (2) Performing engineering support to plant operations on a case-by-case basis; (3) Conducting / directing "Special Plant Testing" when required; and, (4) Performing Operations
" administrative duties". This concept will provide better coordination of plant activities on a shift basis and will allow the Shift Supervisor.to devote more of his attentions to plant evolutions in progress.
In order to obtain personnel with the above stated qualifications, and fully implement the Shift i
Engineer Program as part of the desired functional matrix organization, a time frame of approximately three years will be required.
