NOTICE OF VIOLATION, AND NOTICE OF DEVIATION Dear Mr. Sumner: On November 15, 1997, the NRC completed an inspection at yot" Hatch facility. The encNsed report presents .the results of that inspection. I During the 6 week 3eriod covered by this inspection report, your conduct of activities at the latch facility was generally characterized by safety- conscious operations, sound engineering and maintenance practices. O The violations are cited in the enclosed Notice of Violation (Notice), and the ' circumstances surrounding the violations are described in detail in the enclosed report. We are concerned about the labeling violation in that, the failure to label the lanyards used to suspend the spent vacuum filters in the Unit 1 torus could result in inadvertent and unnecessary exposures to personnel-not provided with direct Health Physics coverage. The deviation is cited in the enclosed Notice of Deviation (Notice), and the circumstances surrounding the deviation are-described in detail in the , e. closed report. Please note that you are. required to respond to this letter and should follow - the instruct 1ons specifled in the enclosed Notice when preparing your -response.-.The NRC will use your response, in part, to determine whether further enforcement action is necessary_ to ensure compliance with l regulatory
