Gentlemen:
This refers to the special safeguards inspection conducted by Mr. T. J. Madeda
of this office on March 12 and 17, 1986, of activities at the Davis-Besse
Nuclear Power Station authori::ed by NRC Operating License No. NPF-3 and to the
discussion of our findings with Mr. D. Amerine and other members of your staff
at the conclusion of the inspection.
The special inspection was conducted regarding a Safeguards Event reported by a
member of your staff on March 5, 1986.
The enclosed copy of our inspection
report identifies areas examined during the inspection. Within these areas,
the inspection consisted of a selective examination of procedures and
representative records, observations, and interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. A written response
is required.
The violation (Item I) described in the Appendix to this letter represents a
programmatic breakdown in your security access control system. We view this
breakdown as significant. Had the plant status been different we would have
considered classifying the event as a Severity Level III violation. This
particular violation, however, is being classified at Severity Level IV due to
the plant status at the time of the event and the specific vital area equipment
involved. A direct threat to the health and safety of the public did not
specifically exist.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2).
This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21.
Consequently, the enclosure
to this letter, our report of the inspection, and your response to the
violations identified in the enclosure to this letter will not be placed in
-0 -
the NRC Public Document Room. Therefore,yourstatementofcorrectiveaction/
regarding the violation (s) identified in the enclosure should be submitted as
a separate enclosure to your transmittal letter in the manner prescribed.
