This is to advise you that the Commission (with all Commis-sioners agreeing) has disapproved your proposed delegation of authority in SECY-85-104.

The Commission (with Chairman Palladino and Commissioners Asselstine, Bernthal, and Zech approving) did agree that it would be appropriate to update the current delegation to cover the changes made by the revised Section 110.40 which specifies the categories of NRC export license applica-tions requiring Commission review.
