Dear Mr. O'Neill:

This is in further response to your letter dated June 19, 1984, in which you requested, pursuant to the Freedom of Information Act (F0IA), three categories of records related to NUREG-1055. This letter also responds to subsequent letters from your organization dated December 26, 1985, February 10, 1986, and April 2, 1986.

As noted in our letter to you dated November 27, 1985, item 101 on Appendix P, a copy of which is enclosed and which was released in response to F0IA-84-293 (Leighton), is a bibliographic list of material reviewed in conjuction with the Diablo Canyon case study included as part of NUREG-1055. This list was com-piled for the Quality Assurance study team by NRC contractor personnel and consists of records reviewed by the Quality Assurance team in the course of preparing the Diablo Canyon case study. Included on the list are records in the NRC's possession as well as utility records examined by the QA team but not in the NRC's possession.

c In my of a telephone conversation between Mark Fogelman of your staff and David Meyer staff on December 26, 1985, Mr. Fogelman requested that we review the documents included on item 101 of Appendix P and determine, for those records in the possession of the NRC, whether they are publicly available. We have completed this review and have made the following determinations regarding the records included on P/101:

1. Items 1, 2, 3, and 4 are Atomic Energy Commission records which the staff has been unable to locate in any NRC files. The files searched include the NRC Public Document Room (PDR), Central Files (including both the docket file and microfiche of the NRC chronological files), the Document Control System, Region V office files, and the files of the NRC project manager for Diablo Canyon.

, Items 8,10, and 11 are PG&E records of which the NRC does not possess copies.

3. Items 35, 39, and 40, as identified on the enclosed Appendix A, are now available for public inspection and copying at the PDR in folder F01A-84-516 under your name. Copies of these three documents are also enclosed.

Items 5, 6, 7, 9,12-34, 36-38, and 41-47 are already available for public inspection and copying at the PDR. The enclosed Appendix B lists the accession number and/or file location for each of these records.

Mr. Edward W. O'Neill In your letter dated February 10, 1986, you requested three additional categories of information which had not been specifically addressed in earlier correspondence. We have conferred with the staff who worked on the quality assurance report and have been informed of the following determinations regardirig the additional information you requested:

1. Interview notes taken during on-site visit to the Diablo Canyon )lant -

The only NRC staff person who participated in the on-site visit to tie Diablo Canyon nuclear power plant as part of the Quality Assurance Review Group study was Dr. Willard D. Altman, who accompanied NRC contractor personnel. ,

Dr. Altman, who is no longer employed with the NRC, has informed us that he did not, maintain copies of any interview notes taken during the Diablo Canyon on-site visit. Dr. Altman also informed us that the NRC did not have in its possession any interview notes which may have been taken by NRC contractor personnel. The NRC, therefore, has no documents subject to this category of your request.

2. Minutes of the third review group meeting of January 10-11, 1984 - The staff has informed us that no minutes of the third review group were created.

This meeting, held to obtain comments from industry and peer review groups on the draft report, was, however, summarized in the group's published report, NUREG-1055, " Improving Quality and the Assurance of Quality in the Design and Construction of Nuclear Power Plants," beginning on page 10-25.

3. The " site-specific field notebook" prepared by the Case Study C Team prior to their field visit to Diablo Canyon. Dr. Altman informed us that the field notebook for each site visit was actually a compilation of several publicly available items regarding the power plant to be visited. Items in the notebook included portions of the PSAR or FSAR, as appropriate, utility organizational charts, plant and site drawings, etc. Dr. Altman, the only NRC employee on the Diablo Canyon visit, said his notebook was discarded shortly after the on-site visit. He also informed us that no other copy of the field notebook was kept by the NRC.

In a telephone conversation between Mr. Meyer and Ms. Maloney of your staff on March 26, 1986, she asked about public comments received. Mr. Meyer described the number and type of public comments received by the NRC on NUREG-1055 and explained that these comments are available for public inspec-tion and copying at the NRC Public Document Room. In response to Ms. Maloney's subsequent request in her letter dated April 2,1986, Mr. Meyer is providing copies of these comments to her under separate cover.

Mr. O'Neill The records released to date under F01A-84-293, and the additional records '

addressed above, comprise all records provided to us by the NRC staff in response to your request. As explained to Mr. Fogleman and Ms. Maloney by.

Mr. Meyer in conversations on December 26 and March 26, respectively, the only remaining records related to NUREG-1055 are ten boxes of drafts the final NUREG report. Neither Mr. Fogelman nor Ms. Maloney expressed an interest in these draf ts. Accordingly, if we do not hear from you by May 9, 1986, we will consider these drafts to be outside the scope of your request and NRC action on F0IA-84-516 to be complete.
