PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about February 13, 1986 to Pacific Gas and Electric Company.
This action involves the inoperability of one channel of the automatic actuation logic of one main steam isolation valve (MSIV). The violation was caused by a l
wiring error which resulted in the actuating coil for the MSIV being bypassed.
The violation existed for several months despite numerous opportunities to identify and correct it.
It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:
Mailing of Notice February 13, 1986 Telephone Notification of Licensee February 13, 1986 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of California will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
