SUBJECT:

IEB 85-03 RESPONSE FROM OYSTER CREEK As requested in your September 23, 1986 memorandum, we have obtained from Oyster Creek additional response commitments, which are documented in the en-closed letter. Because his staff resources are currently fully occupied with outage support activities, the licensee requested sixty days to resubmit his initial response. Our agreement with this schedule was based on the following considerations:

1. The licensee's prior Licensee Event Report 83-24, although not suf-ficiently detailed to meet bulletin report requirements, outlines a program generally consistent with the later-issued IEB 85-03;
2. The licensee has reported verbally that he has completed design basis investigations and MOVATS testing on all core spray MOV's and most Isolation Condenser MOV's; and
3. The licensee has committed to an overall program completion and final reporting schedule consistent with IEB 85-03.

IE Bulletin 85-03, Motor Operated Valve (MOV) Improper Switch Settings Your letter of May 15, 1986, indicates that you consider IE Bulletin (IEB) 85-03 not applicable to the Oyster Creek design, which has no high pressure injection systems. Nonetheless, based on a 1983 event (reference LER 83-24), you have initiated a MOV program similar to that requested by IEB 85-03 for a variety of systems.

We acknowledge your extensive MOV program initiated under LER 83-24; however, your written response to IEB 85-03 (1) reflects a more narrow interpretation of bulletin applicability than we had intended, and (2) does not provide suf-ficient information for NRC to evaluate your MOV switch program and the associ-ated generic issue.

Accordingly, based on October 14 and 17, 1986, discussions between Mr. Randy Blough of this office and Mr. John Rogers of your staff, we understand you will take the following actions:

1. Consider IEB 85-03 applicable to, as a minimum, the Core Spray and Isolation Condenser systems.
2. Submit, by December 17, 1986, a revised response which meets item e. of the bulletin relative to the Core Spray System.
3. By November 15,1987 (sooner if practical), complete your program under IEB 85-03 relative to the Core Spray and Isolation Condenser systems; and provide a written report, within 60 days thereafter, that meets item f.

of IEB 85-03.

If our understanding of the above is not accurate, please contact this office promptly.
