VALVE CLASSIFICATIONS i
Per Section IWV-2110 of the code, there are four classifications of valves applicable to Yankee Rowe; A, B, C, and D.
The Category A valves fall into two areas, Containment Isolation Valves (CIV's), and Pressure Isolation Valves (PIV's). All CIV's are subject to Appendix J of 10 CFR 50. Yankee Rowe requests relief from the leak testing requirements of Section XI, in favor of the leak testing requirements of Appendix J.
The CIV's are listed in the Technical Specifications; the existing requirements and exemptions listed therein should also apply to l
the valve program.
There are 16 PIV's at Yankee which are identified within the valve listing l
portion of this program. Since incorporation of these valves into the ISI program, no specific valve leak test has been performed, rather an ongoing pressure monitoring program.
The (12) safety injection pressure isolation valves were evaluated separately for their safety function as pressure isolation valves as a resul t of USNRC letter to YAECo dated February 23, 1980.
They are, however, still monitored to ensure pressure isolation.
Safety injection loop isolation valves SI-V-18,19, 20 and 21 are verified closed bimonthly during the Operations Vapor Container Inspection.
These valves are monitored on the upstream side of the valve to detect any temperature change which would result from an inoperable isolation valve.
The remaining eight safety injection pressure isolation valves are monitored by means of a high pressure alarming device installed upstream of these check valves.
This provides additional assurance that a pressure isolation function is being performed.
The shutdown cooling pressure isolation valves are also verified to perform their function by an ongoing pressure monitoring program.
Bimonthly the temperature of the shutdown cooling system piping upstream of the pressure isolation valves are checked to detect any temperature change which would result from an inoperable pressure isolation valve. These valves are also containment isolation valves exempt from Appendix J 1eak testing per Technical Specifications.
Based on the above, these valves are categorized as type "A"
- valves, however rather than performing specific valve leak tests, Yankee intends to continue with the ongoing pressure monitoring of the systems which provides assurance of a pressure isolation function in accordance with ASME Section XI.

TREND ANALYSIS ON CONTAINMENT ISOLATION VALVES Yankee Rowe will not do a trend analysis on leak rate results from containment isolation valve testing (Appendix J) as the results are of little value. Yankee Rowe has been keeping leak rate results on individual valves in columnated form for six refueling intervals, with the intention of performing and utilizing a trend analysis. We have found, however, that by the nature of the testing, no useful data can be obtained.
Leak rates have increased by a factor of 300 (from a near zero leak to an acceptable leak) and back to near zero in three consecutive tests. The scatter in the data is extreme, and only a total summation of all leak rates would be meaningful. Acceptability of individual test results is something which is, and must be, lef t to the judgement of the test supervisor and can take into account such effects as volume, temperature, and leakage past he isolation valves.
CIV's will be included in the valve program for exercising only.
Leak rates will be determined and documented per Appendix J.
SAFETY VALVES There are 17 safety valves that fall under Section XI testing requirements at Yankee.
These valves are subjected to testing in accordance with l
Section XI and PTC-25.3-1976 to determine safety valve setpoints.
Since no fluid flow measurements or tests are performed, Yankee takes l
exception to the qualifications of the person supervising the test as i
outlined in ASME PTC-25.3-1976.
f As an alternative, at a minimum the person supervising the test shall have two years practical experience in safety valve setpoint testing and be certified at least a level II per ANSI N45.2.61976, in accordance with :.he Yankee Atomic Electric Company Quality Assurance Manual.
SOLEN 0ID VALVES The nature of solenoid valves renders the task of timing virtually impossible, and irrelevant, in ensuring acceptable valve performance.
Solenoid operated valves will be cycled, but stroke time will be neither specified nor measured.
