POSTPONEMENT OF INGESTION PATHWAY 2 ONE EMERGENCY PLAN EXERCISE

Dear Mr. Ray:

Southern California Edison (SCE) documented the basis for the ingestion pathway zone (tPZ) l exercise schedule change in its letter dated December 24,1997. SCE stated that this exercise was scheduled for 1997 for the San Onofre Nuclear Generating Station (SONGS), and is now scheduled for 1999 to allow NRC participation.

The last time SCE participated in an IPZ exercise with the State of California was in 1991. The State last participated in an IPZ exercise with Diablo Canyon in 1993.Section IV.F.2.d of Appendix E to 10 CFR Part 50 states,"A State should fully partic.pate in the ingestion pathway pcrtion of exercises at least once every six years. In States witi more than one site, the state snould rotate this participation from site to site." Accordingly,-the State of California would not need to participate in an IPZ exercise until 1999, in the December 24 letter, SCE states that the IPZ exercise schedule change was an exception to the SONGS emergency plan, in that the plan stated: "All major elements of the plan and the emergency organization are tested within a six year period." The IPZ exercise is a major element of the plan which should be tested every six years as indicated in the emergency plan.

In this case, however, it is the staff's understanding that the scheduler change is necessary to meet the needs of the State of California and to permit increased Federal participation (NRC, DOE, FEMA) in the IPZ exercise. The NRC also understands that FEMA is agreeable to the postponement. Additionally, as opposed to the plume exposure pathway exercise, the licensees's role in the iPZ exercise is not as extensive; one of communications and providing
