Dear Mr. Thadani:
Information on 24" Recirculation Line In response to telephone conferences on March 4, 1986, and March 13, 1986, I
between OPPD and the NRC, OPPD is supplying the following information:
Attached are copies of Gibbs & Hill Drawings ll405-M-17 and M-26 and some copies of photos of the strainer baskets atop the recirculation inlets at the 994' (basement) level in the Fort Calhoun tontainment.
In answer to the March 4th questions, the first question t is, "Is this a con-tainment sump?"
The answer to that is "No."
This stainless steel system is to be used only in the case of an accident, and is not used as the containment sump.
The containment sump is located approximately 20' below this level at the bottom of the reactor vessel cavity.

Mr. Ashok Thadani May 7, 1986 Page Two The second question, "Is there residual water in the lower sections of the line that meets the description of Code Case N~408."
The answer to this question is also "No."
There is no water routinely pro-cessed in that section of pipe, and thus no residual left in it.
The third question was, "By looking at Figures B-36 and B-37, the staff would draw the conclusion that the entire system (except for valves HCV-383-3 and
- 4) is buried in concrete.
This conclusion is correct. As can be seen from the previously sent drawings of the buried section, and drawings M-17 and M-26 (attached) there are two welds in each "sub-hull." Each of these welds are pipe to flange welds, the flanges connecting to the valve on either side of the valve.
Also included, for reference, is a copy of OPPD file number 00065 drawing, showing the valve type used for HCV-383-3 and 4.
The outline views of the "sub-hulls" (high-lighted on the copies of M-17 and M-26 attached) demonstrate that the staff's conclusion about the entire sys-tem being buried except for the valves is correct.
This system is not part of the containment " sump," and has no history of hold-ing any liquid in it. The circumstance under which it will be filled with i
fluid is in a post-accident recirculation sequence.
The N-408 exemption states an exemption from testing for:
4 "The following components (or parts of components) of RHR, ECC, and CHR systems (or portions of systems) are exempt from volumetric and surface exam requirements of IWC-2500: piping and components of any size beyond the last shut off valve in open ended portions of systems that do not contain water during normal plant operating conditions."
Thus, the exemption applies not only to the buried sections of the 24" recir-culation line, but also to the pipe in the submarine hulls between the shut-off valves (HCV-383-3 and 4) and the containment wall.
