NRC REVIEW OF REVISED ACCIDENT SOURCE TERM SUBMITTALS FOR OPC. RATING PLANTS (TAC NO. M96931)

Dear Mr. Myers:

Your letter of December 17,1997 (PY-;EI/NRR-2242L), questioned the stats decision to defer reviews of the revised accident source term at operating reactors pending completion of the final design approval for the remaining advanced light-water reactor review (Westinghouse AP600). Your letter stated that this decision was inconsistent with the needs of domestic utilities with operating plants and that significant additional resources must now be expended in

. order to prepare the Per Nuclear Power Plant (PNPP) for the seventh refueling outage (April 1999).

The PNPP application to incorporate revised accident source term insights into design-basis essessments was submitted on August 27,1996. The PNPP is one of five pilot plants i schauuled for review following the rebaselining phase of the overall effort. As discussed in your letter, elimiM:' af the Main Steam isolation Valve Leakage Control System and the revision of the Maa Gterm Line leakage limits is considered important for the success of your April 1999 refueling 093p. Fucermore, if timely approval of the revised accident source term methodology is in questien, you have indicated that PNPP will pursue a costly seismic qualification method in parallel with the above.

Ttv staWs memorandum to the Commissioners dated September 9,1997, which was referenced in your letter, recognizes that the pilot plant licensees have expended substantial resources in tha revised accident source term applications. As indicated in the staft memorandum' :ompeting priorities for the same staff resources have resulted in the staWs ,/D inability to most the August 29,1997, due date, as described in SECY-96-242, for submitting a /

Commission paper describing the results of the rebaselining efforts. After consideration of the stats work loads, the decision was made to assign higher priority to the completion of the

AP600 effort. This decision was discussed between senior NRC management and NEl k[-[)f representatives in a meeting held in Rockville, Maryland, on December 18,1997.

As indicated in the stafs memorandum to the Commissioners, the staff has been exploring ways to expedite the revised accident source term implementation process. The schedule in the memorandum called for completion of the rebaselining analyses and rulemaking plan by November 30,1998, and completion of the pilot plant amendments by June 30,1999.
