The Region IV staff has completed review of the emergency plan changes which you submitted to this office by letter dated August 26, 1986.
The emergency plan changes do not decrease the effectiveness of the Waterford 3 Emergency Plan. However, there are areas which should be clarified or better defined in your next Emergency Response Plan change.
Under definitions 1.1.17, Emergency Coordinator, include OFF-SITE notifications.
Section 3.1.2.1, Emergency Coordination On-Site, add 0FF-SITE to ON-SITE authority and Emergency Plan implementation.
Section 5.1.2.2.a., third paragraph, add off-site notifications to off-site protective action recommendations made.
Section 6.6.1.1.2, Accountability, paragraph 2 states that accountability is performed by procedure for each facility.
It was not evident from review of personnel task assignments for the control room and the TSC if anyone had been assigned responsibility for accountability at these two facilities.
Section 5.1.2.3.1.a, add "make OFF-SITE notifications."
