Dear Mr. Denton:

As counsel for Omaha Public Power District ("OPPD"), we hereby submit three (3) signed originals and nineteen (19) copies of a document entitled " Application for Amendment of Operating License," together with forty (40) copies of the proposed Technical Specifications (Attachment A) and the Discussion, Justification and Significant Hazards Consideration (Attachment B).

The application seeks to amend Sections 2 and 5 of the Technical Specifications set forth in Appendix A to that License to incorporate revised reporting requirements on Primary Coolant Iodine Spikes.
