This letter concerns unescorted access of NRC personnel, including contractors, to your facilities for the purpose of performing the Emergency Response Facilities (ERF) Appraisal. This appraisal was the subject of a letter from Mr. Fish of my staff to you dated April 10, 1986. Access to the site will~be required for the week beginning May 19, 1986.

The members of the team have been listed in the enclosure to this letter.

Ms. Gail Temple, who will be team leader, and Mr. Kent Prendargest have not been listed in the enclosure because they have already been issued badges for unescorted access. I am requesting that the individuals identified in the enclosure to this letter be issued no escort required picture badges as authorized by 10 CFR 73.55 (d)(5) for prompt access to all areas of your facility. The Department of Energy (DOE)

"Q" and "L" clearances equal or exceed your screening requirements.

The personnel identified in the enclosure to this letter have completed indoctrination training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access. Any additional training provided by you to these team members should be limited to site specific matters required for the individuals' safety. Arrangements for this site specific training have been coordinated with Mr. Dennis Yows of your staff.

We would also like to inform you of our intentions to request walk-throughs (facility demonstrations) of the Technical Support Center (TSC), Emergency Operations Facility (EOF), and Operations Support Center (OSC). We would like to conduct the EOF walk-through on Monday morning (May 19), the TSC walk-through on Monday afternoon and the OSC walk-through on Tuesday (May 20).
