Gentlemen:

Subject: Inspection No. 50-309/86-14

A routine safety inspection of your annual emergency preparedness exercise was

conducte.! by Mr. Thomas of this office and other members of an NRC team on

September 23, 1986 at the Maine Yankee Atomic Power Plant, Wiscasset, Maine.

Discussions of our findings were held by Mr. Thomas with your staff at the

conclusion of the inspection.

Areas examined during this inspection included followup of findings identified

during previous emergency preparedness inspections an1.uercises as described

in the NRC Region I inspection report which is enclosed with this letter.

Within these areas, the inspection consisted of selective examination of pro-

cedures and representative records, interviews with personnel and observation

of the emergency exercise by team members.

Within the scope of this inspection, no violations were observed, and your

emergency response actions were adequate to provide protective measures for

the health and safety of the public. However, observations made by the NRC

team revealed a deficiency in one area which requires your prompt attention.

We are . concerned about the lack of a methodology to include an estimation of

iodine contribution to the source term in initial dose projections and

subsequent protective action recommendations. In addition, we found that

protective measures for Maine were primarily based upon dose projection data,

while potential degradation of plant and core conditions were not adequately

considered.
