Dear Mr. Michaels,

This letter is to officially notify you that the University of Washington did not receive project funding, from the State of Washington Legislature, for the upcoming biennium, which is from 1999 to 2001. It is the intention of the University to leave the reactor in its current stand-by status, until additional funding is received. Therefore, no decommissioning will be performed until such funding is granted for the project.

The next possible date which funding may be available is July 2001.

As discussed, in the conference call on March 26, 1999, it is the University's understanding that the

current decommissioning order, and all of its current requirements, is valid until the reactor is i

decommissioned.

It is the University understanding that in accordance with 10 CFR 50.51(b), the current license is still valid, and will remain so until the reactor is decommissioned. \{}
