This refers to the inspection conducted by Mr. R. P. Mullikin of this office-

during the period February 22-26, 1988, of activities authorized by NRC

Operating License DRP-40 for the Fort Calhoun Station, and to the discussion of

our findings with Mr. L. T. Kusek and other members of your staf f. at the

conclusion of the inspection,

The area inspected was penetration fire ~ barriers. Within this area, the

!

inspection consisted of selective examination of procedures and representative-

!

i

records, interviews with personnel, and observations by the NRC inspector.

The-

inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of HRC requirements.

As discussed in the telephone conversation

i

,

between Mr. Westerman with Mr. Andrews of your staff, we have scheduled an

enforcement conference in our office at 9 a.m. on March 15, 1988, to discuss

j

your understanding of this apparent violation, the reasons for occurrence, and

!

your corrective actions. We will also discuss the enforcement policy, if

'

appropriate.

An agenda for this meeting is enclosed.
