Gentlemen:
SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NO. 50-395/88-23)
This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by
N. Merriweather on October 17-21, 1988.
The inspection included a review of
activ' ties authorized for your V. C. Sumer facility.
At the conclusion of
the ins,'ection, the findings were discussed with those members of your staff
identifie3 in the enclosed Inspection Report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Tha inspection findings indicate that certain activities appeared to violate
NRC requirements.
The violation and references to pertinent requiren, eats
are described in the enclosed Notice of Violation.
Since corrective actions to
prevent recurrence were in process prior to the conclusion of this inspection,
a response is not required.
The enclosed Inspection Report documents oral comitments (see paragraphs
3.c and 3.f) made by a licensee representative and discussed in the exit
interview.
If your understanding of these commitments differs from the report
statements, please inform this office promptly.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2
Title 10, Code of Federal Regulations, a copy of this letter ano its enclosures
will be placed in the NRC Public Document Room,
