This letter transmits the results of the routine inspection conducted by Mr. A.
Luptak of this office on December 1,1987 - January 11, 1988, at the J. A.
FitzPatrick Nuclear Power Plant, Scriba, New York. Mr. Luptak discussed the
inspection findings with you and other members of your staff at the conclusion
of the inspection.
In addition, we have reviewed your letter dated December 14, 1987, in response ,
to our letter dated November 13, 1987, referring to Inspection Report No. 87-21.

Thank you for informing us of the corrective and preventive actions documented
in your letter. These actions will be examined during a future inspection of
your licensed program. We expect to hold further discussions with you
concerning your 10 CFR 50.59 review process.
