SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NO. 50-424/88-44)

This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by

Messrs. J. F. Rogge, R. J. Schepens, and C. W. Burger on October 1 - 28, 1988.  !

The inspection included a review of activities authorized for your Vogtle

facility. At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed inspection report, j

i

Areas examined during the inspection are identified in the report. Within  :

these areas, the inspection consisted of selective examinations of procedures

! and representative records, interviews with personnel, and observation of

!

activities in progress. l

l

The inspection findings indicate that certain artivities violated NRC require- l

ments. The violation, references to pertinent requirements, and elements to be  ;

included in your response are presented in thr, enclosed Notice of Violation.

In accordance with Section 2.790 of the NR0's "Rules of Practice," Part 2 ,

Title 10. Code of Federal Regulations, a cory of this letter and the enclosures

v.ill be placed in the NRC Public Document Rtom.

The response directed by this letter and the enclosures are not subject to the ,

l clearance procedures of the Office of Management and Budget issued under the ,

l

Paperwork Reduction Act of 1980, PL 96-511. l
