The Commission is interested in hearing the views of local l

- officials and citizens on issues associated with the restart of i the Pilgrim facility, including the statut of emergency planning

. in the towns surrounding the p' ant. Prior to the Commission's i October 14 meeting, the Nucitar Regulatory Commission (NRC) staff

had conducted a series of meetings in the vicinity of the Pilgrim i j facility to hear the views of the public on the possible restart [

of Pilgrim. During the October 14 meeting, the Commit,sion heard  !

the views of elected representatives from Massachusetts, including  !

l Lt. Governor Murphy, Senator Kennedy, and Repetsentative Studds, t i As a result of the Commission's own concern aoout the status of i i emergency planning, we postponed any decision on the restart of i i the plant to further evaluate this issue. To that end, I informed i 1 Mr. Agnes that NRC staff members wocid be pisased to meet with him  :

!. in his office to hear his views. In addition, staff representa- i j tives recently met with Civil Defense Directors and other local i j officials in the seven emergency planning zone and reception i i center communities around Pilgrim. including the Town of Duxbury. [

These meetings were held to enable the NRC to obtain first-hand t

information on the status of the local emergency plans and i

! procedures and to hear the concerns cf loca' officials.  !

i The Commission has decided to hold a public meeting in our  !

i Rockville, Maryland, headquarters building to hear from local l I officials regarding the status of emergency plans and the readt- l i

ness of local communities to protect the public in the event of ,

an emergency. This meeting has been scheduled for 2:00 p.m. on (

December 9, 1988. By 6 separate letter to you dated November 21, t

i 1988, from our Office of the Secreta.'y, you have been invited to l>

participate in this meeting. In order to fully consider all of this information, the Commission does no* plan to reach a i

i decision on the restart of the Pilgrim , . ant at this meeting. j

2 I know that you, 2nd your colleagues in the surrounding com-munities, are taking your responsibilities to protect the health and safety of your citizens very seriously, and I commend you for your efforts to put in place effective emergency plans and procedures. I can assure you that the Commission takes its l

responsibilities equally seriously, and that we will not authorire l the Pilgrim plant to restart unless we are convinced that it can l be operated safaly and that the public health and safety will be protected.
