ATIACIMENLC S IGill t.1CMLilA AA RD S_ C01 S I DH ATIQi S Commonwealth Edison has evaloated the proposed Technical Specification Amendment and has determined that it does not represent a significant hasards consideration. Based on the criteria for defining a significant hasards consideration established in 10 CTR 50.92, operation of LaSalle County Station Unit 2 in accordance with the proposed amendment will.nott

1) Involve a significant increase in the probability or consequences of an accident previously evaluated becauset This proposed snendment reflects the chat,ge in location within the same motor control center of the breaker compartment used to control the i Residual Heat Removal Shutdown Cooling Suction Isolation Valve 2E12-T009. .

It also deletes references to manuf acturer part numbers because of changes to the part numbers. The parts themselves are unchanged, however, with respect to their form, fit and function. This change does not in any way compromise or change the basic function of the 9quipment affected. This '

proposal does not chenge the intent of the Technical Specifications, as defined in the bases.

2) Create the possibility of a new or different kind of accident from any ,

accident previously evaluated becauset  !

This proposed snendment reflects the change in location within the same motor control center of the breaker compartment used to control the  ;

Residual Heat Removal Shutdown Cooling Suction Isolation Valve 2E12-T009.

It also deletes the references to manufacturer part numbers because of changes to the part numbers. The parts themselves are unchanged, however, with respect to their form, fit and function. This change does not in any way compromise or change the basic function of the equipaent af fected.

This proposal does not change the intent of the Technical Specifications, as defined in the bases, i

3) Involve a significant reduction in the matgin of safety because This pr; posed waenament reflects the change in location within the same motor control center of the breaker compartment used to control the Residual Heat Removal Shutdown Cooling Suction Isalation Valve 2E12-T009.

It also deletes ref erences to the manuf act ur er par t number s because of changes to the part numbers. The parts themselves are unchanged, however, with respect to their form, fit and function. This change does n:t in any way em* promise or charge the basic function of the equipment affected.

Guidance has been provided in 51 FR 7744 for the application of standards to license requests for determination of the existence of significant hasards consideration. This document provides examples of amendments which are and are not considered likely to involve significant hasards considerations. This proposed amendment is an administrative change only and most closely resembles example e.(1) of those examples not deemed likely to involve a significant hasards consideration.

This proposed mmendment does not involve a significant relaxation of the criteria used to establish safety limits, a significant relaxation of the bases for limiting safety system settings, or a significant relaxation of the bases for the limiting conditions for operations. Therefore, based on the guidance provided in the rederal Register and the criteria established in 10 CFR 50.92(e), the proposed change does not constitute a significant hasards consideration.
