Complete The Peactor Systems Branch h65 reviewed the proposed reracking of the South Texas Units 1 and 2 spent fuel storace pools and finds it acceptable from a criticality standpoint.

It should he rentioned that althouch the staff has approved the criticality aspects of storage of fuel enrb-hed to as much as 4.5 weight percent U-235, this enrichment may be in conflict with Table 54 of in CFR 51 and the data used by the licensee in assessing the environmental effects of transportation of uranium fuel and waste. Therefore, this aspect of the enrichtent increase should be investigated further by the appropriate NRC staff.

This completes the staff's effort on TAC No. 650P6. A SALP input is also (nclosed.
