APPENDIX A NOTICE OF VIOLATION Omaha Public Power District Docket:
50-285 Fort Calhoun Station Operating License: DPR-40 During an NRC inspection conducted on January 4-15, 1988, a violation of NRC requirements was identified. The violation involved failure to document the use of material as specified in the design.
In accordance with the "General dtatement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (1987), the violation is listed below:
Criterion V of Appendix B to 10 CFR 50 states, in part, that_ activities affecting quality shall be accomplished in accordance with instructions, procedures, or drawings.
Paragraph 4.2.1 of Section 2.1 of the licensee's Quality Assurance Manual states, in part, that "Activities affecting safety shall be...
accomplished in accordance with these instructions and procedures."
Fort Calhoun Station Standing Order G-21. "Station Modification Control "
Step 1.4.19.5, requires, in part, "A_ list of materials required for the modification...."
Contrary to the above, the licensee used, during November 1985, spray paint inside containment on containment ventilation duct supports; however, the design package failed to list the galvanized paint as specified in the design.
