MINUTES OF OSP C0HANCHE PEAK ALLEGATION REVIEW COMITTEE (ARC) MEETING The first meeting of the OSP Comanche Peak ARC was held at the Comanche Peak construction site on June 25, 1987. ARC membership is discussed in enclosure 1.

Enclosure 2 is a copy of the meeting agenda.

The meeting was attended by the following:

The first part of the meeting was devoted to a discussion about the method of doing business which covered the three items on the agenda plus several other items, such as 0$P/01 interface / assistance, case development prior to ,

referral, general practices for obtaining specifics of allegations, and pre- ,

paration of correspondence to allegers and the licensee.

During part 2 of the ager.da, the following cases were discussed:

POST TRT Allegations Enclosure 3 was (15 cussed by I. Barnes. Gower will work with Barnes and Mark Emerson, RIV, to ensure the files reflect closure of those noted as complete on the list. Additional review is needed to more clearly understand the allegations noted as "open" and those where followup is not planned.

! Several TRT allegations were briefly discussed. Additional file review work is planned during July to clarify the status of these concerns, especially the O! referrals or lack thereof.

SUBJECT:

MANAGEMENT OF ALLEGATIONS One of the essential tasks to be accomplished by the Comanche Peak Project staff is the proper management of allegations. At the present time the agency is in the final stages of preparation and issuance of an NRC Manual Chapter and Appendix 0517, Management of Allegations, that defines tha policy and procedures for the proper receipt, processing, control and disposition of allegations. To 1:nplement the requirements of 0517. an internal office procedure (OSP-OP-SM) has been drafted and will be circulated for connent. It is currently being used on an interim basis by the OSP staff. Barry Zalcman, Office Allegation Coordinator, is the OSP staff contact on MC 0517 and also has the lead on development and issuance of OSP-0P-0170. OSP will conduct staff training for those involved in the actual management of allegations and those likely to be in 4 oosition to receive them.

By this meno I am establishing an Allegation Review Committee (ARC) charged with reviewing all new allegations (as of March 1,1987) and setting forth the appropriate course of action for evaluation, followup, and final disposition.

The Cosmittee will also establish a process for closing out all previous allegations. Membership is as follows: Phil McKee is designated Comanche Peak ARC Chairman; James E. Lyons and Robert F. Warnick are assigned as ARC members, with Hans Schier11ng as an alternate. George C. Gower is assigned the re-sponsibilities of the Project Allegation Coordinator for CP?D. The specific duties of the ARC and the Project Allegation Coordinator are spelled out in OSP-0P-0170 and will be formalized shortly. In the interim, all allegations related to Comanche Peak are to be brought to the attention of George C. Gower (301-492-4923) orPhi&McKee(301-492-4900) for initial data collection, form preparation, and entry into the NRC Allegation Management System (AMS).

In order to determine the status of allegations on the Comanche Peak Project, the staff is in the process of obtaining a set of files on past and recent allegations related to the Comanche Peak Project. You may be contacted to assist those involved in this effort; please do your best to help make these files as complete and accurate as possible.

A number of allegations related to the Comanche Paak Project have been received since OSP has been operational (March 1,1987). These have been entered into the AMS. Additional infonnation is being gathered on these silegations before n,/ 4 a " (.d., 4 th p- pp

The purpose of this meeting will be to discuss administrative and functional activities of the Cossaittee, to discuss plans for followup and disposition of the recent allegations, and to continue the review of past NRC efforts to deal with past allegation followup and closecut.

If any of you have been contacted by individuals from outside NRC raising con.

cerns verbally or in writing, they should be considered as potential allega-tions. The prescriptive treatJnent of their concerns need to be followed as discussed earlier. Please get in touch with George Gower or any member of the ARC as soon as practical to initiate the process. You may also contact Barry Zaleman, OAC, in their absence.

It is important for the CPPD staff to recognize the coassitment of the agency to deal with allegers and their concerns in an appropriate manner, if you have any questions on the policy or process on this matter please bring them to my attention.
