Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-413/88-06 AND 50-414/88-06

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

P K. VanDoorn and M. S. Lesser on January 11-15, 1988. The inspection

included a review of activities authorized for your Catawba facility. At the

conclusion of the inspection, the findings.were discussed with those members

of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, and interviews with personnel.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. We are concerned that reporting requirements may not have

been met with regard to the operability of the Nuclear Service Water (RN)

system. This and the violation described in paragraph 3 are under

consideration for escalated enforcement action. Accordingly a Notice of

Violation is not enclosed and no response to this violation is required at this

time. Nowever, please be advised that the number and characterization of this

violation described in the enclosed Inspection Report may change as a result of

further NPC review. An Enforcement Conference to discuss this violation will

be scheduled at a future date. You will be advised by separate correspondence

of the results of our deliberations on this matter.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
