Gentlemen:

This refers to the inspection conducted by Mr. n. Wise and Dr. J. B. Nicholas {

of this offi e during the period October 24-28, 1988, of activities authorized

by NRC Operating License DPR-46, for Cooper Nuclear Station, and to the .

discussion of our findings with Mr. R. E. Wilbur and other members of your  !

staff at the conclusion of the inspection on October 28, 1988.  !

Areas examined during the inspection included the chemistry / radiochemistry (

program and water chemistry and radiochemistry confirmatory measurements. &

Within these areas, the inspection consisted of selective examination of j

procedures and representative records, interviews with personnel, and ,

observations by the NRC inspectors. The inspection findings are documented in l

the enclosed insnectiot: report. l

During this inspection, it was found that certain of your activities were in  !

violation of NRC requirements. Consequently, you are required to respond to  !

this violation, in wMting, in accordance with the provisions of Section 2.201  !

of the N4C's "Rules of Practica," Part 2, Title 10, Code of Federal I

L Regulations. Your response should be based on the specifics contained in the (

Notice of Violation erclosed with this letter.
