Cooper Nuclear Station Operating License: OPR-46 During an NRC inspection conducted on October 24-28, 1988, a violation of NRC requirements was identified.

The violation involved the failure to perform postaccident sampling system (PASS) operator training at the 6-month frequency.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Postaccident Sampling System Training Technical Specification 6.3.7c states, "A program shall be established to obtain and analyze... samples under accident conditions.

This program shall include training of personnel,... and provisions for operability of sampling and analysis equipment." Chemistry Procedure 8.4.1.1, i

"Postaccident Sampling System," Revision 6, dated August 6, 1987, 4

l paragraph M, requires that PASS operators be trained and requalified semiannually and training records be maintained by the Training r

Department.

Contrary to the above, the NRC inspectors determined on October 27, 1988, l

j that semiannual PASS operator requalification training was not conducted and documented by the training department during the time period May 1987 4

through June 1988.

Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, i

including for each violation:

(1) the reason for the violation if admitted, I

(2) the corrective steps which have been taken and the results achieved, i

(3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
