o Pronosed Amendment (inclusien) to TS 4.0:
4.0 SURVEILLANCE REQUIREMENTS "Anolicability The surveillance requirements specified below are only applicable to time periods during which the CAVALIER core is fully loaded with fuel elements.
When the CAVALIER core is in an unloaded state, all scheduled surveillance requiremerits falling due may be pe.stponed until such time that the core is reassembled and the reactor readied for an initial startup.
Obiective To permit suspension of CAVALIER operations for an indefinite period of time, until the use of the reactor is again required, or until the reactor is permanently taken out of service.
Basis Since used CAVALIER fuel elements may be indefinitely and securely stored in the Reactor Facility's Fuel Storage Room, maintaining the CAVALIER in an unloaded state is a viable option.
The other possible option, that of maintaining an operable reactor, may not be desirable or even possible should a lack of fuel exist, should the type of fuel authorized for use be changed by an NRC order, or should the reactor be in a decommissioning or pre-decommissioning stage."
