Amendment (Addition) to CAVALIER TS 4.0; University sr Virginia's 100 W CAVALIER reactor Facility License R-123, Docket No. 50-396 Gentlemen:

on January 5, 1988 the University of Virginia submitted to the NRC a dismantling plan for the CAVALIER reactor. Although a formal written reply to this plan has not been received, verbal contacts with the NRC project manager indicate that Virginia's request for a "possession-only license" can not be granted for the envisioned period. Reactor management is therefore considering other options and will submit an amendment to this plan in the near future.

The subject of this letter is related to the dismantling plan and is riado necessary by the delay in its approval and execution.

At this time, we are requesting approval of an addition to CAVALIER Technical Specification 4.0 on "Surveillance Reauirements". The Reactor Safety Committee has approved this amendment, which more clearly states in the TS that certain surveillance requirements are meant to apply only to an operational CAVALIER core. In anticipation of the dismantling of the CAVALIER, its core has been fully unloaded and put in dry storage in the Facility's secured fusi storage room.

We respectfully request approval of this TS amendment. The proposed text, objectives and basis are presented in attachment.
