Thank you for your October 21, 1988 letter and attachments describing actions taken in reference to potential tampering of non-safety related valves which initially was reported to the NRC on August 12, 1988.

The September 7, 1988 memorandums, "Valve Tampering and Valve Line-up Repor*."

and "Valve Line-up Program" provid C with your October 21, 1988 letter siiow that senior management has evaluated "lessons learned" from the incident and has addressed identified concerns. The valve line-up program, when implemented, should enable the status of non-safety related valves as well as safety related valves to be known and recorded at all times.

Such information will be of significant value if future valve misalignment or tampering incidents occur, and should resolve our concern that your investigation of this incident could not rule out tampering as a cause for the valve discrepancies.

l We have concluded that your investigation, analysis, and corrective actions were thorough and appropriate to address the issue.

Thank you for your assistance in this matter and we have no further questions at this time.
