Letter from R. W. Krieger to U.S. Nuclear Regulatory Commission, Document Control Desk, dated October 26,1998.
The referenced letter transmitted two Licensee Event Reports (LERs) associated I!
with separate inoperabilities of Emergency Chiller ME335 (LERs 2-1998-020 and 2-1998-021). Included in each LER was a corrective action associated with the conduct of stand downs. Specifically the LERs stated:
"The importance of this event will be emphasized during stand downs required by the Vice President-Nuclear Generation during which the responsible division manager will review this event, the event described in LER 2-1998-021 (020), and associated management policies, with site personnel. This action will be completed by November 30, 1998."
To maximize the effect, SCE plans to conduct the stand downs during a single day, in small groups. (The exception to this will be essential personnel and persons working off normal hours. These persons will be handled separately.) In order to keep the group size small, and in the case of a division manager's absence, persons other than the division managers will be utilized (the division l
managers' direct reports, and selected facilitators). Training for the division l
managers, their direct reports and the selected facilitators has been provided, such (y
that a uniform message is delivered. Because this is not a substantial change in the planned corrective actions listed in the LERs, the NRC guidance provided in NUREG 1022, Revision 1, indicates the LERs do not require revision.
Nevertheless, SCE wishes to keep the NRC informed of how this particular v
