This refers to the inspection conducted by Mr. R. V. Azua of this office during

the period October 30 through November 4,1988, of activities authorized by

NRC Operating Licenses OPR-51 and NPF-6, for the Arkansas Nuclear One, Units 1
-
and 2, and to the discussion of our findings with Mr. J. Levine and other members

of your staff at the conclusion of the inspection.

The area examined during the inspection was the ANO, Unit I containment

integrated leak rate test. Within this e-en, the inspection consisted of

selective examination o' procedures and representative records, interviews with
personnel, and observations by the NRC inspecto.*. The inspection findings are
documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of hRC requirements. A Notice of Violation has not been enclosed

with this letter, but the details of this finding are discussed in paragraph 3
